Open Active Directory users and computer snap-in --> Right click on your Domain Name (or on any existing OU) and select new --> choose Organizational Unit --> Enter a name for the OU --> Click OK.
So once the group policy is pushed, we dont need to reimage the pc? just push the policy?
I did everything you did but I still am getting the same error of no TMP. It even tells me how to do it and where to go. What do I need to do to?

what if u have 1000s computers do you have to create and rename each folder manually?
No. You can configure the domain controller to make duplicate configuration on all computers.

Error: you created the TESTOU, but you did not show us how to.
