Correct. Set the units to steadyburn and then wire them accordingly to each side.

Hit the switch on the right that is flashing that changes the flash pattern.

Yes. W = V • I, I = W/V. 40W/12v = 3.33amps. Each output wire is capable of 3.5amps for a total cumulative output of 21 amps for the unit.
Does this also work on factory vehicle head or tail lights?
If they are Halogen lights? No too many amps. If they are LED then yes. Now a Fenix 4200 will run Halogen lamps. That has more amps it can handle.
