I think the ghoul is a person who used to be an actor on westerns before the nuclear war. Then the war came, he got ghoulified and still has that personality. Notice there are a couple scenes of him appearing to be on a movie set pre-war, then as a ghoul he is watching a film starring himself.
Also, at 1:04 is says "Shady Sands public library". Isn't Shady Sands the capital of the NCR? It was a small settlement in Fallout, then by Fallout 2 it had become a major city by post war standards. So if this is 200 years after the war, why does it look like a crater? They used a G.E.C.K. to establish the first settlement, build homes and grow crops.
The ghoul is the guy at the start, narrating the whole thing, he is/was an actor and yes, he was in westerns. If you've played the game, he's sort of like the Vault sales rep at the start of the game.

I think, from the trailer, that Cooper Howard is running to the vault to save his daughter, whom they take in, and he is left behind. I think that Lucy is his greatgreatgreatgreat grand daughter.

honestly I like the female lead for this show, in every trailer or anything to do with the fallout games always has a male lead I play, even if fallout 4 has a female based trailer but it isnt the main one, and unfortunately fallout 4 works better with the story when playing a male character, seeing as how so many things in 4 seem to be centered around war more then the other games and only the male character is canonly a soldier before the war. so in this show making it a female lead would probably even put the pandering for each gender in the whole franchise for the games/show.
