Time and budget, by the time CN had it, they already have more time to work more on what's already made and budget for it. By the time it was made in JP they are making it from scratch so it'll take significantly more time and budget to make it to this level.

It’s nice that it’s animated but I wouldn’t say it’s completely better. PV3 also included some shots of Hyakkiyako, Trinity and Abydos summer, Sports fes, Red Winter Hot Springs, the Pandemonium Society having some time out, and a few other shots that weren’t animated.
