The best way to control beavers is to dig a channel through the dam. Then place a perforated metal culvert in the channel extending maybe 20 feet in front and behind the dam. The beavers cannot hear the running water and will not try to plug up the culvert !! Try it, it works great !!

The beaver is trying to dam the thing up by clogging the drain with various pieces of trash left on the course by golfers. The golf course employees must remove the stuff regularely, but they can't remove the beaver lodge, because they are a protected animal. I'm rooting for the beaver, obviously.

After having torn down, by hand, hundreds of dams over my 15 years with the City of Bellevue, I can only say how VERY envious I am to see one taken out with power equipment. We wanted to do it that way, but the EcoMafia in these parts would've absolutely shit bricks, had we tried.
My answer to that would be rip it apart with machinery and when they have a cry about it tell them they can feel free to relocate them to an area where they won't cause issues if it upsets them that much, I'm sure after they have a couple good chunks missing from them they will quickly backpedal on their argument.
They have all kinds of problems with beavers damming streams in Canada. They have worked out effective ways of allowing the water to flow and the beavers still live on the water flows. Tis looks like a lot of work when there might be better solutions than give the beavers something more to do. Like build a new waterfront home.
Just imagine going for a walk in a forest, stepping over a small 2 ft stream in the beginning, coming back in 50 mins and seeing a fckin’ maelstrom cutting off your way back 😂
