Another reason might be, that Germans were already known as masters of their respective craft or trade for centuries in many countries they immigrated to. Add to this their "hard working" mentality and they had no interest in organised crimes. In fact, there were never mafia-like structures in Germany until foreigners, the then "Gastarbeiter" /guest workers , brought it to Germany after WW II. There was the Italian mafia, the Yugoslavian mafia etc.

Although I know that criminal organisations exist since society became a thing, therefore as well in Germany, what I ment by mafia-like was more about the influece on the society, politics and business in their respective region as well as emigrating to other countries to "expand" the business.
However, to speak of a real mafia is not correct either. In Germany there were criminal gangs that sometimes supported each other in loose groups. However, these were never family structures in which the children or other parts of the family were involved in the business. It was individual criminals who banded together and quickly disappeared after their leaders were caught. In Germany they also call it mafia-like structures.
I would even argue that there wasn't even a competent authority in existance. I mean, where would you apply for authorization of a mafia association? It's even unclear, if this authority has to be on state or on the federal level.
