Can’t using compressed air to blow carbon from the motor actually force carbon into the motor and possibly create a ground??

You didn't show the inspection of the switch machine layout, rods, insulation, adjustment, etc. Blowing dust into the motor can create a ground. If you suspect you have a ground on the motor lead, disconnect one lead and megger it to ground.
