I don't believe you explained how one would break the tie when determining which faction controls the most land/spaces (i.e. the the winning faction). If blue and black both control 2 spaces, do you use the axe and flag to break the tie?

You use both, first using the stones in the axe (whoever has the most stones is the winning faction) and then if it is still a tie, then you look at the flag and see which faction has the most. I just don't know how is the tiebraker if it is still a tie between factions after the flag.

Rule question:
Is is possible for players to run out of stones before three players have negotiated? Does this also trigger endgame?

the negotiate action has you draw a stone first, so everyone would draw a stone then put it back in the bag as they have no other options, so yes it would end the game.

probably should have a rule where you cannot play your last stone as you would have no influence/ backing any factions

@@griflet1 there is a fringe possibility of winning with no stones. For example, where players have no stone from the winning faction, but have a stone from the losing faction, you having no stones would win (as you would have the least stones from the losing faction).
