He's up material, but a minor piece for a rook is called "an exchange"; when you have the rook for the minor piece you are "up the exchange" and when you have the minor piece you are "down the exchange". Sacrificing a rook for a minor piece is called an "exchange sacrifice". You sacrifice the rook for the minor piece, which means you are now down an exchange. It's a specific chess term, not an evaluation. He is not saying he is down material, he is using the proper term to say he has a bishop for a rook. I saw where the misunderstanding came from and tried to clarify. Hopefully this helps.
