I’m pretty sure you can’t set anywhere in NY within 15’ of a dam or lodge but they have nuisance control permits from the state I believe.

Same here in Schoharie county, it's BS otter isn't open here yet, they're everywhere. Report them to encon when you see them maybe that'll get them to realize it's time

I'm trapping coyotes and foxes and I've already had them smell scent around my trap by peeing on it. Do you have any ideas on how to be scent free when trapping these predators?

Not possible in my mind to make a set and then not know you were there. Let your sets marinate, stay away from them and let them work for you. Set, stay away and you will catch them. Good luck.
