Dark Cosmic is Dark Star ! If you check in the Skins of the game, order skins by Set, you'll see Dark Cosmic Jhin and Lux in the Dark Star skinline and not Cosmic

Nah the skin is not made by Riot. Supposedly you can play using non-Riot skins but it's at your own risk. Not sure if other players see that skin though or if they see something else (probably something else).
