No: the mask can be accidentally flooded or even removed during a dive (the classic example is a fin kick on your face) and re-surfacing to replace the mask is not an option (a diver shall ascend very slowly to avoid the dangers of a decompression sickness!): removing, replacing and clearing the mask underwater is a required skill for a diver! Same apply for everything else: for example, if the regulator slips off from your mouth, you cannot bolt to the surface to breath again but you must be able to replace the regulator and clear it underwater!

We flood masks while training they are safety drills for in case it happens we know what to do
