My daughter (9yo) just joined 4-H and is going to be doing rabbit breeding project. Is this the standard procedure for breeder rabbits at the fair?

you don't talk in certain states, but this is how you do showman ship, for breed the judge does this

So if my kids are just working on this do the rabbits get calmer by them just doing this daily or how often do they need to practice to get better at it/for the rabbits to get used to the routine?

When is your fair? Doing it multiple times per month is important for the youth and the rabbit. Closer to fair if they do it daily that’s great too. You are training them to get use to it.
I also really like practicing with a stuffed animal rabbit to help them with the examination routine.
