Yeahh you’re probably better maintaining Citlali’s scroll and just bumping Xilonen a Petra set, she’s more dependent on the 2pc bonus and her energy needs get propelled to the heavens if you ignore that haha.
I have heard that they are almost at the same level, depending on the quality of the artifacts, and that the other set is more convenient with constellations and her weapon? I'm not quite sure. TT

Whimsy is only 5% better if they both have same stats, but majority of people already had good stats on gladiator since that set exists since 1.0, as opposed to whimsy that people still to this day may not have a good set of.
Mavuika obviously powercreeps her as a carry, but I’ve learned from them that their teams don’t really overlap as you can easily use Citlali whit Arlecchino and Furina whit Mavuika and you’re not losing much damage.
Mavuika does more damage but only in a specific team (melt with citlali xilonen benny), on paper though it is said arlecchino is very close and has the same damage output as mavuika vape team. Arlecchino teams aren't restrictive at all and her utility doesn't rely on having specific characters unlike mavuika That's pretty much it
The answer is not as glamorous as you probably wanted it but: "It depends" Both of them at C0 with their absolute best teams, Mavuika wins by quite a lot. Them with strong teams but not their best, Arlecchino wins. AoE scenarios, Mavuika slightly wins since Arle also has good AoE but not as big as Mavuiker. Flexibility at C0 goes to Arle, and at C1 Mavuika achieves same flexibility and even more than Arlecchino. C1 Arle jumps in dmg and matches Mavuiker, but both at C2 Mavuiker takes the lead again. Overall, Mavuiker takes it if you have what she needs. But Arle is no slouch.

Scroll on citlai is important for er too
Use xilonen with Petra or smth
she can maybe use totm or instructors, but she needs a lot of er w/o cinder city 2pc effect
