Where are the drivers getting their fill from? Where ever it is to far away or they need more trucks and drivers. Reminds of working for a school district with a superintendent that dropped out of high school.
Too bad the dozer operator has to put up with the failing dump truck drivers. He has to come out of the project to push the fill in the right spot. The truck driver need to back up to the line more or go home.
What the heck is that guy that is trying to direct the dozer operator? Get him out of there if I was the operator. Or tell him to report what he sees and not give any more directions.

I'm sure they got a modified proctor for their beach sand fill. They pre-added the spec amount of moisture and kept it to 6 foot lifts. What more do you want? A nuke on site?
