Force the PSA to require late registrants of Birth Certificate to file a petition in Court proving the authenticity of their identity with witnesses and documents like in school, hospital, and the community where they live if indeed they live there. Also require the court to report the petition to NICA because it is strange that somebody just file a late registration after 17 years. Also make the late registration within 6months only with witnesses and barangay records if delivered at home. After failure to do so , late registration will be file in our courts of law as a civil case.
Kawawa ang mga ipinapanganak sa malalayong barrio / barangays na walang mga access sa government services. madalas ay hilot lang ang nagpapaanak sa kanila. I have a late registration, done by my father when I was entering school, he needed more than just verbal information to register me. He presented my baptismal certificate and notarized affidavit of 2 disinterested people who knew the circumstances of my birth and my parents marriage certificate. How did the father of Alice Guo able to register her with just verbal information? Paid an insider?
Gumawa ng docu sign at initial and date kung sino ang nagprocess ng application/request. Para kung sino man ang mag-audit malalaman ito.
