Similar to the tank in WW1. If they had hidden it from prying eyes it would draw unwanted interest. But by telling everyone about it and passing it off as a means to provide pottable water for the troops. everyone who found out about it didn't fixate about it in general and basically ignored it until it was right there in their face as an operational weapon did the other side realize that they were dupped and leaving them at a distinct tactical and strategic disadvantage.

The Philippines needs to increase its number of ships, jet fighters, and missile systems and increase its active troops to at least 1 Million troops. They need to prepare to defend against Chinese aggression or worse invasion. The keyword is DEFEND. Nobody cares to invade China. Sensor technology is at such a state that it isn’t necessary to violate anyone’s airspace to accomplish an information gathering mission.
