No need for a sensor and complicated circuit board things. The manufacturer can add an analog sensing unit through the line and it will never turn on when the pot is empty, this was done in electrical rice cookers for more than few decades. It costs less than 100 rupees to implement. It is 100% analog and no circuit boards involved. But this heater is just cheap item assembled by an amateur.
