He tells his wife to take the money and the kids and to go to Idaho, where he promises to meet up with them once he distracts the cops and leads them away. He tells her that he'll be right behind her, and that he'll meet up with them soon, and then he tells her to travel in secret so that she won't get caught, but he knows there's no way he'll actually make it free. Once he acts as bait, there'll be so many cops that he'll probably go to jail for the rest of his life. That's what he means by "all the debts I owe". By letting his wife and kids escape without him, they'll be able to live a better life, away from all the debts they gathered, but the other meaning is that he made all these promises to his wife that he'll likely never get to keep, and so he's sorry that that's a promise he won't be able to owe. It's a very sad song, and it brings me to tears every time.
