I went through this too, until I started shaving with ADCOS bath oil (one with yellow packaging), the skin is smooth, it doesn't itch when it starts to grow and there is no redness from shaving.

Removal cream is so much better. You destroy the follicles so it doesn't grow back and those that do are much thinner. If you leave it on longer, the result is even better, although I'm probably going to regret not using the recommended time at some point.
