Without Sakura monster strenght the rabbit godess would've just dodge Sasuke and Naruto sealing jutsu. Without her healing jutsu there would've been much more deaths during the ninja war. Even Naruto himself would've died before even getting the seal require to defeat Kaguya. Badly written ? Sure. Weak af ? Definetly not.
