You're right. Wiz said in an interview about the song that he sang his own verse separately and then handed it over to weeknd to finish it off. He intentionally put the weeknd as the opener on the track and let him set the mood and video for the song making it his idea. :)

I think this video is about a girl being fascinated/enticed into a dark world of partying, the forbidden, etc.. and coming out of it traumatized/ruined.. the video touches on the fact that what traumatizes us is often what we remember most. what thrills us, is what terrifies us. It's the loss of control/familiarity.. these are the things that often mark our memory. Basically the singer/author of this song wants to "break" whomever enters his world... make it memorable for him (by letting him exploit her: you see a room of what appears to be prostitutes and a pimp, a girl bent over backwards and "broken," main girl being photographed as she is crying), the way he knows it will be memorable for her.
