He's not underrated, he's just barely in the show. His cameos can be counted on one hand.
The most interesting thing about Watchdog Man is his face. He has the exact same bored expression as Saitama.

In the manga Saitama tells King that he feels like a character in an RPG who has reached max level but has to play the very first stage every single day. I think this showed better how much Saitama's mind gets bored and I'm sorry that this scene was left out of the anime.

In the manga, there is a lot more emphasis on the Garou Vs WatchDog Man. The gap between them is HUGE. Watchdog man didnt even really consider him a real threat and was just treating Garou like some small toy and playtime.

And here he tries to help and drops some wisdom on him. And unlike with others' advice and opinions, Saitama genuinely listens to King.

Where, exactly, is the evidence to support your conclusion of these assumptions are fact? I have read the webnovel, the manga and watched the anime, all multiple times, and no where in any of the source material do I recall this conclusion being stated. Maybe I just missed it. I fully admit that is possible. Please, if you know of the evidence of such truths, please share it with me so that I may revise my opinion. Otherwise I will just have to respectfully agree to disagree.
Honestly, you're right. Genos has a student/teacher relationship with him, Bang is kinda just there from time to time, and we Manga readers can't forget what Saitama called Fubuki in front of her sister 😂. King doesn't really benefit from hanging out with Saitama aside from protection I guess, but he's not the type to use someone like that.

Just to clarify, because Garou is a bit misunderstood in the anime, he is an antivillain, he does not fight for the monsters, he fights to defend the weak.

The best character in action
A small little lore tid bit. If you pay close attention you can see Garu's eye has become red at certain points. This is significant as it is showing how he is slowly becoming a true monster naturally, not artificial monster-fication through cells, but natural has began. As he is obsessing with monsters to the point of him becoming one, just like you can see a character do in OVA 0. Due to the animation studio's lackluster performance, you will see in the next episode that garu rubs his blood into his hair which which is supposed to signal the further progression of him monster-fying. But due to the bad animation in the scene it is not clear that its his blood and that his hair just randomly becomes red. FYI
