no no it wont fade the colour at all.
yes you can keep it outdoor as its waterproof

Putty ka cost bahat hi reasonable hota hai. You can get it from amazon.

Instead of white enamel paint at the end can we use acrylic color after designing
Yes we can use white acrylic paint . But after that put a good coat of Varnish which can make the surface water proof and give protection .
As I have put white enamel paint ,I need not to put varnish on top of that . Enamel paint itself has water proof quality .

Gesso is something which will give your surface a base to paint further.
Where can I buy this wall putty? I couldn’t find it at Lowe’s and no one there knew what I was talking about. Is this white powdery called by a different name than ‘wall putty’?
Instead of wall putty you can ask for white cement . It works as the same way .
Which country are you from ?? Don't you get it from online ? Do you have Amazon service at your place ?? Wall Putty is available in Amazon.
