So much so that the first 3 Khalifa (Abu Bakr, Omar, Uthman) all were democratically elected Khalifa (as per the possible voting procedure of those times) and anyone could question them about their conduct, that's why they were called Khalifa Rashidun. In later years Muslim could not develop a parliament type shoora and election procedure and the kingdom came back in Muslim empires, but the judiciary was separated in early years itself. You should dig deeper in Quran's clear stand on democracy and the election of first 3 Khalifa in Muslim history.
