LAPD Cops Unleash a Barrage of Bullets on Suspect Who Rammed Multiple Police Cars

Los Angeles, California - On August 9, 2023, around 5:50 p.m., Foothill officers received multiple radio calls, ranging from a hit & run traffic collision to a reckless driver driving a Department of Water and Power (DWP) vehicle in the area of 10600 block of Laurel Canyon Boulevard. When the officers arrived at scene, their preliminary investigation determined the crime committed was an Assault with a Deadly Weapon by vehicle and broadcast a vehicle description, as a white, full-size sport utility vehicle. Responding officers searching the area located the vehicle and a pursuit ensued. The suspect, later identified as 28-year-old Manuel Ramirez, entered the 5 Freeway. During the pursuit, Ramirez collided with two non-involved vehicles. Ramirez failed to stop, continued on the road and exited at Colorado Boulevard.
Upon exiting, Ramirez drove into a multi-unit business parking lot with no access to passage. Ramirez continued up a steep narrow driveway and rammed through a secured metal gate into a secondary parking lot. Ramirez conducted a U-turn, accelerated the vehicle towards officers and intentionally struck two occupied police vehicles and an uninvolved van that was occupied by a citizen. Ramirez’ vehicle came to a stop at Edenhurst Avenue north Colorado Street and as officers tactically approached an OIS occurred. Ramirez failed to surrender and accelerated the vehicle towards officers which resulted in a second OIS.Ramirez continued to drive a short distance and the vehicle came to stop. Officers verbalized with Ramirez to surrender with no success.
When he barricaded himself in the vehicle, the Special Weapons and Tactics team responded to the scene and took Ramirez into custody without further incident. Ramirez was struck by gunfire during the OIS and he was transported by to a local hospital where he was treated for his injuries. Ramirez was released and later booked for California Penal Code 245(C) - Assault with a Deadly Weapon on a Police Officer, his bail was set at $152,000.00, Booking No. 6656610. Three officers were injured during this incident. Two officers injured during the collision were treated at scene for their injuries. One officer was treated at a local hospital and has been released. The investigation revealed the DWP truck was determined to be an unreported stolen vehicle.

Extraordinary footage, and as someone who has a close family member doing the same job in the UK. And I thought I had a bad day at work when my software update didn’t run properly. I cannot think of the appropriate words for these incredible people who do this every day.

They announce their operator number at the start of the call.
EDIT: It looks like you’re talking about the DISPATCHER which is not a 911 OPERATOR. And she’s also doing her job because other officers responding but not yet at the scene also need to be informed.

That was probably the female tactical flight officer onboard the airship. She had the best possible view of the scene, which is why she was able to call out the driver's actions in real time.

You can see the shot pattern in the windshield, pretty on point. Glass does really weird things to bullet trajectory and so do metal doors on vehicles.

I know these situations are unique sometimes where officers end up on both sides of the suspects vehicle, but I am amazed that no one was hit by all of that crossfire.
I was more amazing how the suspect wasn’t bodied with all those shots.
That is training. They but they were too restrained. The scene commander should have had him taken out way sooner.

One thing I will never understand is that a person who calls 911 may have a license plate number only in memory. However, before he/she can give the plate number to the 911 operator, the operator starts asking a bunch of questions possibly making the caller forget the plate number.

I had something like this, but not to this totality. I heard a crash behind me and I got out and called 911 and there was two vehicles one T-bone the other the dispatcher started asking me like 20 questions. What’s the make of each vehicle what is the race of each driver how many people are in each car do you know if anybody is hurt? Do you know what their injuries are can you give me the license plate numbers? Do you know when which direction the vehicle that hit the other vehicle was coming from and going to do you know the color of the vehicles? I was like shut the hell up and just send the police, fire department, and ambulance. She continue to ask me more questions and I said look! I’m not here to do your job for you as I’m here to call and tell you that there has been an accident and you need to send the police the fire department and ambulance and if any of those are not needed then they can turn around and go back to the station. To this day I have not called 911 ever again I’m sorry that sounds bad but it’s insane that they need all this information before they even asked me where the accident occurred or the address in order to send emergency personnel.

The Officer in the first car whose door got closed on him from the crash is an absolute beast. Was ready to step out every second, reacted in a millisecond to help himself and then immediantly opens the door and follows the supect without hesitation or fear of injury.

When they started to do a crossfire towards each other when the truck took off that was bad news and he was yelling stop. Then he yelled "use non lethal force", that is the type of police we need. We need to get rid of the macho guys and many ex-military Police that were trained to kill and maybe have PTSD. Speaking as a 25-year LEO, this is one of the worst handled incidents I have seen. There were literally countless opportunities for large number of police vehicles to actually use their vehicles to disable the SUV, yet time-and-again, the officers opted to wildly (obviously missing their target) shoot hundreds of rounds at the suspect vehicle. It would appear the LAPD and CHP were more concerned about not damaging their own cars. The IC Lieutenant obviously was attempting to avoid unnecessary gunfire and confusion with control of directives toward the suspect, but he missed the obvious, which was to immediately disable the SUV by ramming its rear wheels and boxing it in with the numerous patrol cars on scene. This video definitely should be used as a training tool on how NOT to handle a situation like this.

I agree. This was a train wreck from start to finish and I was waiting to see how many officers were wounded by their fellow officers. This man should be in prison for quite some time but I have a feeling he’s already walking the streets. Our judicial system is broken and I can’t imagine how LEO’s feel when they put their lives on the line to catch people like this and then see them be released right back onto the streets. Someone needs to be held accountable for allowing criminals like this to run amuck in a civilized community. If they hold LEO’s accountable they need to hold Judges and DA’s accountable too.
