Shao Kahn, Kintaro, and Goro aren't in the base game, they were modded into the roster. You'd have to also add them to the list you'd provided as well for it to count in any official capacity.

Am I the only one that wants Smoke, Stryker, Rain, and Sheeva back as playable characters in MK11? Think of all the gear, skins, fatalities, victory poses, intro poses, and character to character dialogue. Like I would love to see some dialogue between Stryker and The Joker. Or Spawn and Smoke.
Yeah i don't get it. Smash bros has like 77 characters, xenoverse 2 had close to a 100 characters. I say bring in the new, I guess, but make all the staples of this series that aren't in the game into DLCs

Chris Cayford Look into how long it took to make 1 character for mk11. If you want 100 characters that are as high quality as the ones in mk11 you’ll have to wait 10 years and probably pay much more than 60 dollars.

They almost had every character appearing from MK 1 - 3 ( Not counting Kenshi, Quan Chi, Skarlet, Cyber Sub Zero ) They're just missing Chameleon, Khameleon I wouldn't had mind them being hidden characters in the game. Also I wish the boss characters were playable and I really hated how Motaro was treated as merely as a BGM character and then he was killed off.

The Bo rai Cho was from the Og Mk Timeline. He is Playable in Mk Armageddon- Mk Deadly Alliance. Goro is Playable in Challenge Tower
