Use the recruit anyone cheat and then use the 6 star wanted level cheat. Make sure you do this near a pay n spray because once the Army arrives you have to drive into the pay n spray to lose the wanted level. You can now recruit one of the soldiers and they have an M4 which they can shoot out of a car window.
Ghosttown is amazing. It's very nice not crashing someone when you turn a corner every 2 mins. I'd never tried flying cars before and as it turns out it is the fastest way to go around in the game. Landing part is a bit tricky tho.
