Reason he was able to go SSJ after using up his Ki and why he was able to use Goku's move along side him have to do with Goku's transformation its literally Sun Wukong form. In the Myth Wukong could transfer power, abilities and knowledge to anyone he wanted simply by overlapping his wrist with theirs as they did in the video and if you watch you see Ki go from Goku to Vegeta allowing the latter to go back into SSJ

The reason for this here is because one of Wukongs many abilities is to transfer his knowledge/capabilities to someone he touches almost instantly if he so wishes, which in the scene here you can see as he’s holding his hand, he links his ki that wraps around Vegeta.

Maybe *THE NEXT ONE* won't take 4 years." Which means that they're planning on continuing the short film at some point. Vegeta has never done a Kamehameha in the show....but it was still awesome to see him do it here
