Actually you do not want a weather balloon to be very thick. But you want a perfect quality (this is why it shreds and does not rip apart in two huge pieces) - you want to have the exact point of pressure difference inside:outside it will burst. Why? You fill the balloon with a low quantity of helium at the beginning and you attach a little electronic box which records weather data at every let's say 10ft of altitude. If the latex is too strong the balloon is too heavy and you would need to put more helium in it. But then it will reach burst level too early as the internal helium pressure difference to the outside will be higher (the pressure lowers with increasing altitude). So a rather thin balloon (= soft) with a very good quality without weak spots (one weak spot ruins the measurement by popping too early). And so the balloon pops at its destination altitude and the little measurement electronics box returns to earth with a little parachute. Sadly those boxes are single use e-Waste due to a fuse they pull by literally making the device unusable for everyone finding it to reprogram. That was possible back in time (I have some and I did it). And compared to 20 years ago, the box sends all its data as soon as it reaches cell phone networks again or a specific altitude to be in reach to receiving antennas (in regions without good cellphone network).
