Shamare is extremely good against this boss since it does high physical damage. She makes it hit like a wet noodle and increases your physical damage against it. 50% damage reduction and 50% defense reduction at M3.
If your Hoshi doesn't survive, bring Nian 3rd skill with you and activate it when shit its the fan. Also instead of placing Surtr there, NTR with 3rd skill helps a lot.
It's a really good idea to bring Mousse I do have her at S1 M3 so it's a lot bigger of a debuff, but with her decreasing the boss's ATK, he deals practically 0 damage to Cuora on the charge attack
Another interesting op for this is stainless, since his s3 deploys gives stacking phys damage redux behind them, (20%, multiplicative, so you can put two to give hoshi 36% redux)
are you in EN server? if yes, they are available but will not show if you have it on standard setting. Change it to PRTS Adverse Environment then they will show.

I used Kyo's low rarity run, I found it easier to do, but just a little long

You can change Hoshiguma with Eunectes S1, but probably still need Nian's talent. I did clear using Eunectes S1 + Nian's talent.

changing surtr into mousse and add a helidrop is a great alternative, clear it with e2 lvl 40 max

mousse s1m3 has 100% uptime of 40% attack down, and hoshi can survive no problem (takes a while tho, just use SA skill to do more dmg)
Even level 7 is decent, I dont have Mylnar/Nian but still afk'd with just E1 60 Mousse.

Ceobe makes the boss look like a joke, and if you have surtr you can pop S3 to bait since she ends up having 7k hp
