It’s to hook around corners
Normally they would get stuck to the wall but doing the wiggle pushes the target more.
It seems like it tricks the LOS checking mechanic. Initially attempting to pull the enemy in a direction that wouldn't break LOS, then flicking to a direction that would break LOS check works as the hook has already been approved. Classic OW coding.

Sekiro is the easiest fromsoft game. You just need to understand rhythm and it's a cake walk.
