I mean shoot, it took me two days to find a place that will help me tune upper/lower Carli steering stabilizers because nobody carries Nitrogen. (and its not like South Florida isn't a metropolitan area)

Most people won’t touch it and that’s better for just having enjoyable air quality and skies…
Talking more state and federal government, some times municipal but not always. State police bearcats run are based on the F-550 chassis powered by the 6.7 PowerStroke V8. No emissions. JLTVs are powered by the 6.6 Duramax V8, no emissions. Any pickup truck in military use does not have emissions.

“The cost of doing business”? I think the cost of doing business should be on the business when they start the business. Should every customer pay for the tools needed to do a single job when they have already been paid for and not in need of a replacement? Do mechanics/businesses throw out all of their tools after a job and buy new ones?
Nope but that cost is built into the mechanics fees and slight markup on parts. It’s a business to make money. So yes you are paying for everything you just mentioned thinking your smartly made some point you didn’t 😂😂😂
“Tools”, as a generic term, don’t last forever. For example, certain tools to build helicopters have to be recalibrated, rebuilt, or replaced every 100 uses. There’s also perpetual overhead such as rent and labor.

Also, car insurance might not cover the add ons, and or, the insurance company may drop you if they find out that you've modified your vehicle.

Look to Virginia for emission confusion. It's a county by county rule, so one county tests while it's neighboring county doesn't.
