Nobody was exactly sure where it came from, but in 2007 they discovered a sister grotto under the Palatine hill in Rome. If they are from the same culture, then it's PHONECIAN SAILORS who built both structures, who built it in the second half of the first millennium BCE, where they established many colonies, sailing from their home base in .... Carthage.
