I had the same issue, when I fed my dog a vegetarian diet. I did an allergie test on him and it turned out that he is not able to tolerate any grains or high carb fruit and veggies. I tried many treatments to stop his itching but only when I changed his diet to a raw meat diet his issues resolved. I did a lot of research since then and to me it looks like that unfortunately, we are doing our dogs a disservice by feeding him a vegetarian diet. Their digestive tract is just not made for digesting grains and high carb foods.
