I know the Winter Soldier/Bucky just hot in a fight with Captain America/Steve and after being called "Bucky" several times might've left some physical and mental stress on him but how did he miss that shot?
I personally would've just said to myself "I'm just not gonna shoot cause if I do I'm just gonna purposely miss and make this whole scene even more dramatic"
