Militarily speaking if you 're going to open the numbers of bases, and allow foreign warships into your Water and you are going to allow their aircraft to land and take off from airbases, you effectively have surrendered control over what comes in goes out. You have no way of knowing what comes in goes out. You have no way of knowing if nuclear weapons are brought in. Suddenly Warheads mounted on missiles that previously had conventional warheads.
