There are some missing. Cyril, Hannaman, manuella, flayn, setith, Catherine, and shamir. The game does a good job at having you learn the characters mainly because half the game is freeroaming around the base talking to everyone and giving lessons to your team. I have managed to recruit every recruitable character for the Golden deer play thru.
