Since the Earth didn't lose its magnetosphere like Mars to allow the water and atmosphere to evaporate into space by the solar wind, it makes no sense for Terra to not have oceans. Perhaps as the whole Earth was gradually covered with structures, all the water retreated under the crust due the heavy digging to establish the foundries for all those titanic structures of the multi-level Ecumenopolis that covers the entire surface of Terra. Coruscant & Trantor also don't seem to have any oceans. So this mechanism sounds more logical.
