It worked whit out restarting the game only because the game was already using the 00_species_traits.txt that was modified if you ware to modify it again the changes would not be there whit out a restart btw you actually don't need to modify the save file when you already modified the 00_species_traits.txt and made a custom trait you can use this command to activate the trait: add_trait_species Kushan super1 Or if any one else whats to then its: add_trait_species SpeciesName TraitName
Other thing is that around 70% it off the traits stats in the trait_super1-4 you have in the video wont work in 00_species_traits.txt only the once that are in it will work so its pointless to add trait stats from other txt's in traits folder To make them work global put the trait stats like planet_army_build_speed_mult influence_gain_add navy_size_mult all_technology_research_speed slave_production_output ship_anomaly_research_speed_mult ship_speed_mult and so on ..... In the 00_ruler_traits.txt or make custom trait in each of the relevant txt using only trait stats from it. More info how to mod Traits www.stellariswiki.com/Traits_modding

As for creating a Borg like race, i;m actually in the process of doing that, I've got the flag and government type already set up (hive mind of course :P) i even created a couple of custom traits based on the normal HM ones, and i even tried to create a modified hive mind ethic, as there is an icon in the base game for a Fanatic Hive Mind ethic, but no option to select it on the ethics wheel, and i have no idea how to edit that. The new ethic is basically a hive mind ethic that isn't restricted to just the biological ascension tree, like the stock one is (though i might lock it to the synthetics tree, since, well, it's the Borg :P), now i just need to add the ships, make sure everything works, make balance adjustments and it'll be done.

Theres 2 ways to do it: 1) You can create custom species - edit the custom species out of game, then create new game with it. 2) Or you can create new game, and then edit the save file.
google "stellaris wiki traits" - you can find them all there on the wiki, but if that doesnt help youll have to wait for my next video. ill dump the whole list and make it in moddable copy/paste format.

I do got a question tho. i created a new trait and removed an odd bad one to one of my races. the bad trait was deleted but the new costume trait wasn't added. Does the cost of the trait have anything to do with that or might i have just spelled the name of the trait wrong?
It may be that the trait was added but its not working if it is a trait that has bonuses from the other trait Txt's then even if you ad it it won work in the species_trait.txt or only som bonuses will work and some wont if it has something to do whit speed fleet-size or dmg ... you should put the trait in the ruler_trait.txt and then add it to the ruler for some reason most bonuses dont work in the species_trait.txt

The new CE(cheat engine) website is fearlessrevolution.com Edit: They don't have their old content, but they do have a newer version of CE and have started creating new content.
Sadly no as this video was modding the very old stellaris version, which doesnt work anymore. The whole mod system was overhauled. Check out Star Trek New Horizons mod, it has borg fully developed in it! You can copy/paste elements from that imlementation to vanilla game if you want that kind of thing in your vanilla!
in-game? you can just use console for that. however it might just be easier to send a fleet to kill them using "invincible" cheat, until theyre dead..... deleting ships either requires deleting them all in the save file - or deleting each fleet in-game by their ID which is very tedious....

How the hell do you edit the max Ethics/Civics an empire you're creating gets to start with?
