No, they only count experience after you’ve met the skills requirements. So that is either after 2 years of experience or after completing Australian degree. You’ll only get points for 1 year onshore experience

You should aim to improve your score. Husband should - clear the NAATI CCL exam, that’ll be 5 more points. Also, get 79 each in PTE, it’s possible with some coaching. And get your overseas work experience assessed as it can give you 5 more points. Apply for nsw and vic 190 + 189 after that and you have a pretty good chance.
When you apply for the visa, you will be asked to provide some documents with your application. The documents will vary depending on your application. These can include - passport, birth certificate, employment documents etc

I don’t think so. As, you have to be living snd studying in a regional area for the entire duration.
But, confirm with a lawyer to be sure.
