It is an old American ploy. In the 60s they used to send wheat as food aid. Before shipping they used to irradiate it so it did not sprout. The underlying reason being that Indians did not start using it as seed material. Food aid was a powerful weapon at that time.

The wheat that India got from the US gave us the Parthenium weed. It's an invasive species in India and a nuisance. It covers 5 million ha of land presently.
Point is, the Americans took such efforts to make sure the wheat can't be used as seed, but couldn't get rid of the weed??

The whole of the rest of the world, with a few exceptions, uses metric threads on their nuts and bolts. Except the US. They still use their own peculiar standard of fasteners, something called Unified Thread. I remember a project deep in the interiors of Himachal getting stalled because their US made Bobcat machine lost a bolt in some vital part. No metric size bolt of similar size would fit. So a guy had to catch a night bus to Delhi to buy a bolt which, if had been a normal metric bolt, shouldn't have cost more than sixty or seventy rupees in the nearest spare parts shop.

Now we do have our own Indigenous GPS System; The Indian Regional Navigation Satellite System (IRNSS), with an operational name of Navic, NavIC provides two levels of service, the "standard positioning service", which will be open for civilian use, and a "restricted service" (an encrypted one) for authorised users (including the military).

To built a fully function GPS is more than launching a few dozen satellite , you also need to build ground station all over the world to communicate with satellite as they flew overhead . China has built ground station in all continent include Europe and Antarctica. This will need a lot of negotiation with the relevent countries and resources which India just doesn't have . Even the European Galileo or Russia Glonass doesn't have that capability.

Britain, had been a bully & depended on cheap labours of weaker communities by duping them. It has not come out of it's camouflaged shell despite being challenged by the Nazis. Both the British & the US have acquired cutting edge sciences & technologies of the nations they were able to colonize, patented in their own names & commercialized & earned big wealth on it. Indeed, they are good adventurers, explorers & traders.Today the global system is out of creation of these 2 countries. Other followers were victims compelled to follow. The way I interpret his statement is GPS signals were skewed in the entire conflict zone (Kargil theatre), implying this would've impacted all equipment operating in the area. It's possible the US didn't want the conflict to escalate, and this was the little bit of control they could exert. Lt. Col, also brings up the fact that he was was not sure why they did what they did. Note: back in 1999 Pakistan was an ally of the US, India was not.

The topography or the terrain this war was fought in is very challenging. I have been there.
It's a cold desert, hard to find a single tree other than in valleys.
So these Pakistani soldiers occupied heights in the winter as both forces had an understanding use to mutually withdraw in winter but Pakistani violated that understanding.
Now these paki soldiers occupied the heights, and from that height, their line on sight stretches in kilometers and if you are on lower plane, you just can't hide in this terrain.
So when they have already occupied height, their location is already known to their masters, as a force that want to evacuate them with all firepower as we were fighting from our land, we will be the one who will need accurate location for artillery fire. The guy on top of hill is size of a pin head, every damn feet of deviation matters.
In mountain warfare, it's always the guy at the top who has disproportionate advantage.
So signal was switched for both side after an aggressor already occupied the position of their intrest but the it was to work for Pakistan's advantage because America still viewed India as Russian ally.

whatever that change of GPS positioning he is talking, it is technically called 'GPS Spoofing', that can be done by powerful, sophisticated GPS signaling equipment from the nearby ground-based areas as well, remember James Bond movie, 'Tomorrow Never Dies', Dr. Gupta was doing exactly the same and misguided both Royal Navy ships and Chinese fighter jets and eventually they were fired upon by submarine of the villain party.

Technically it is possible but we were against Pakistan and I don't think they still have technology to do something like this and back in 1999 that doesn't seem logical, and second thing is back then America use to support Pakistan for it's geopolitical intrust in Asia or to be specific Afghanistan; they weren't helping us cause they had big heart, they were just making a quick buck as they were getting paid by us so that we can use thier GPS system, which they messed up on purpose and made an excuse that it was a technical error

We are missing the point here. Garmin gadgets used American GPS system to work properly & were available in shops for customers to buy & use , but the US government did not promise GPS availability. America had every right to switch it off when it feels it is not in America's best interests. Here there was no contract signed about using American GPS with India & America DID NOT DECEIVE anybody.
India still has not learnt the lesson, Indian GPS system is patchy & its satellites are old & need replacing & might not even be working properly. Is it America's fault?
