After Pakistan announced the opening of Karratpur India was sucked into a situation where she had to toe the line else Sikhs could have blocked East Punjab. There was no other option. Indian Government has no role in this initiative from Pakistani establishment. Credit goes to Bajwa Imran Sidhu.
Khalistan movement and Sikh People Need their own Country because it will make Sikh People Live in Safety and Punjab state is also very Rich but Indian Hindu Government takes money out of Punjab and spends it in rest of Indian states while Punjabi People don't get much out of it.

Pakistan is saying "Indians come in" but India is NOT saying "Pakistanis come in." India isn't even issuing visas to Pakistanis for legitimate visits since 2017. Most applications are refused. Last year, India even refused visas to groups of pilgrims to visit a dargah on the annual Urs festival. India surrendered the hosting of a cricket tournament because it didn't want Pak team to visit India. So far It's totally one-sided and a unilateral initiative from the Pak side to ease visa and allow Indians and NRIs to visit in droves.
@Sunil Bhardwaj it's not about money but upholding the 1974 bilateral agreement for religious visits. It's also about increasing people to people contact. Pakistan is extending the hand but India is withdrawing inwards, due to Modi's fundamentalism.

However, it seems like the radical transformation of 80's in Pakistan is currently happening in India for a specific section of Hindus.
