I think you are not actually almost getting caught by the monster when you turn around and it's right next to you and things like that, I think it's definitely a very commonly used game design feature - making player feel like they were on edge while they were actually not at all, just faking it But damn did this game nail the tension, I'd hate to play it!
No the monster is actually chasing you, it makes a noise when it is behind you that you can hear which is why whenever he turned around it would be right there. It is very fast but when it is near you and you don't see it, it slows by a lot. To give you a chance. If you don't turn around it hits you and runs away (sometimes) it will only do this once though the second time it will kill you. So yes he is Almost getting caught by the monster when he turns around and sees it.
