Nah it’s more to balance out the skins for the phestival. Mermaids have Vine Splash, Shurifin and Sunken hammer and Pirates have Piratekit, Dutchman Scythe and Captain Rocket.
as said by aidn, the skins werent meant to be pirate themed! they told the devs who made the skins beforehand and didn't tell them the theme of the phestival (just said underwater/summer) so thats why!!
