Tourism helped the countries with getting a stable currency as mostly Germans started 'supporting' the locals and thus the Euro started to circulate in the Montengrin and Kosovan economy. Like he said, both didn't ask for permission to utilize the currency. Although, especially Montenegro has plans to join the EU and so this issue might be resolved as they can then legally and officially declare the Euro as their currency.
