Usually, rebuilding a country does not happen until the war is over and the bombing has stopped.
And what happens to the money if Russia wins - you wouldn't want to be rebuilding it for them, would you ?
The U.S. government seems to be under the impression that they will be in control once the Ukraine war ends...
But, that's not going to happen, and why does the CGI even think that Putin will allow them into Ukraine in the first place, and why do Western banks think Putin will allow them to rebuild Ukraine?
You do know how world economics works right? It's in the best interest for America to actually no invade a country, help rebuild, and use their resources to our advantage.....
This whole war was about old lands and a huge huge oil pipeline.
Not to mention Ukraine was sick of Russia trying to claim them.
You can't just cut off your country from the rest of the world. You'll always be dependent on trade and allies for security. An insecure war dominated by war criminals (e.g. Putin) will affect you too at some point. That's why most countries are helping ukrainians on the battlefield against the russians, giving them help to stop the war, repair destroyed cities, maintain jobs and help out the wounded.
None of our money should be going to Ukraine for any reason at all.

As someone who had worked [on the books] literally since her 16th b-day (& I'm not one of those idiots who uses "literally" inappropriately), when I was first forced to quit working due to Multiple Sclerosis, I was devastated. Even though my then-husband could support the family, it was a blow. Once our son was grown & we'd divorced, I was ashamed & devastated to learn that my disability payments being what they were meant I didn't even have to FILE a tax return. I didn't know that was even a thing! It made the whole "not being able to work" thing even sadder for me. Now? I've never been more thankful that the only taxes I pay are sales tax & vehicle tax! I've wasted almost 20 years feeling guilty about not contributing to our nation's coffers only to now be thinking I deserve a gold medal. lol

If BLM actually sent kids to Africa to learn about their ancestry, I would support them, or at least that specific goal. I was there last year.
