Its more of the law of interest:
For example, if you say cat, its because you were interested in something which rhymes with bat and hat. Its also because you were interested in animals and small things etc.
The law of interest means, whatever you spend energy symbolically interested in you must follow.

You don't attract things just because of your thoughts, you have to make it happen with physical work. The third eye for example is metaphorical, it's the fact that one can imagine/envision something that doesn't yet exist and create it. It's not magical thoughts.
