Not "mixing" the two per se. Acrylic under, let dry, take to finish in oil. Like he says in the short snippet, on a rigid substrate like board, nothing with flex like stretched canvas.
I am pretty sure he's talking about blocking in the initial stages of the work in acrylic and letting it dry for a few hours before coming back with oil. We cover acrylic with oil every time we use acrylic primed panels, no problem at all.

Oil and water can never mix.. So wouldn't the water start drying first which would then make the oil implode and crack?
