bro to answer your qeustion the DCI format 0_0 is CRC scrambled by C-RNTI and in MSG4 TC-RNTI gets coneverted to C-RNTI. Thereforre DCI 0_0 is supposed to be masked with corresponding C-RNTI to be sent in RRC Conn. Setup msg.
